Launching of an Executive Master's Degree in City Management in Africa (MEMVA)

The Executive Master’s Degree in Management of Cities in Africa (hereafter MEMVA in French acronym ) finds its place in the support for the implementation of the African Agenda 2063 (the Africa We Want), in particular, Aspiration 1: "A prosperous Africa based on inclusive growth and sustainable development" for which African states are committed to eradicating poverty within a generation, through the sharing of prosperity, the social and economic transformation of the Continent, and with the goals of, inter alia, a high standard of living, quality of life and well-being for all, as well as well-trained and adequately skilled citizens supported by science, technology and innovation. It is about developing Africa’s human and social capital through an education and skills revolution that emphasizes knowledge, science and technology.
It also supports the implementation and localization of the following global sustainable development agendas:
- The 17 Sustainable Development Goals (SDGs) adopted in 2015, in particular SDG 4: Ensuring equal access to quality education for all and promote lifelong learning opportunities, SDG 11: Ensuring that cities and human settlements are open to all, secure, resilient and sustainable, and SDG 16: Promoting peaceful and inclusive societies for sustainable development, ensuring access to justice for all and developing effective, accountable and inclusive institutions at all levels;
- The New Urban Agenda, adopted in 2016 in Quito, which states in its Paragraph 42: "We commit ourselves to assist sub-national and local governments, as appropriate, to play their leading role in strengthening linkages among all stakeholders, including the promotion of dialogue";
- The Climate Change Agenda, which requires capacity building as a crucial component of the response to this global challenge;
- The Sendaï Framework for Disaster Risk Reduction 2015-2030 which in its Priority 1 (Understanding Disaster Risks) emphasizes the improvement of knowledge, training, education and capacity building.
Also at the international level, it is worth recalling the Resolution adopted by the General Assembly in December 2017 on Human Resources Development which emphasizes that "human resources development is the cornerstone of economic, social and environmental development and that health and education are at the heart of human resources development" (A/72/424/Add.3 of 7 December 2017).
Finally, this training program responds to a request formulated by the African Territorial Collectivities members of United Cities and Local Governments of Africa (UCLG-Africa)which Headquarters is based in the Kingdom of Morocco; a request expressed in several recommendations from the Africities Summit whose 8th edition was also held in Morocco, in Marrakech in December 2018.
